Which of the following most accurately describes the problem?

In a bid to boost sales, both Volvo and MAN have introduced `scrappage' schemes, offering minimum allowances of 210,000 and £7,000 respectively on trucks part-exchanged against selected used units.

However, initiatives designed to ride on the back of the publicity generated by the government-supported scrappage programme intended to boost sales of new cars and light commercials (the truck industry has been denied similar state support) have attracted some criticism. "In my opinion, manufacturers engaged in this sort of activity are devaluing their own products," says Hanbury Riverside's Lee Smith. "If you've got a good truck, then why give 4 away?"

MAN argues that its programme has stimulated demand for used trucks, has been well-received by customers and brings environmental beheths too. "We want to encourage businesses to part-exchange older vehicles in favour of newer, more fuel-efficient ones," says Tony Bevan, general manager, saes, for MAN's TopUsed approved used trucks programme.
