Which of the following most accurately describes the problem?

igel Montford from London wins the Hawk's accolade of the Jobsworth's Jobsworth! Traffic warden Nigel has dished out 5,000 parking tickets in the past year amounting to £100,000 in fines going into the coffers of Haringey council. Not content to leave it there, he has now added to this dubious record by slapping a ticket on the car of his supervisor Denis Walderman. "He parked up in an area where the parking regulations had just changed and he forgot to check," explains Nigel. "Fortunately he saw the funny side of things." Hmmm, methinks it is Nigel who could be laughing on the other side of his face as this is not the way lo go about climbing the slippery ladder to promotion. A case of clamped career?
