Which of the following most accurately describes the problem?

THE ASSISTANT managing director of China Motor Bus Co Ltd and two other Chinese business executives have, South China Morning Post reports, pleaded not guilty at Hong Kong's Victoria District Court to having "caused the company to pay inflated prices for tyres, inner tubes and flaps." Is this a case of too many £si?

By contrast, Kowloon Motor Bus Co Ltd is obviously not paying too much for anything. In its 50th year it made almost a record profit of about £10m. This is particularly gratifying for a company that, not so long ago, had to ask for a Government subsidy but avoided the need for using it by raising fares two years ago.
