Which of the following most accurately describes the problem?

YOU RIGHTLY point out (CM, Dear Sir, July 16) that Dave Wetzel is being less than truthful when he claims that the Labour Greater London Council is spending substantially more than the previous administration on road construction.

However, because of a number of large schemes such as the Rochester Way relief road (A2) and the Hayes by-pass, which are soon to be built, the GLC road-building programme has increased substantially. The latest estimates for their 1984/85 programme show that the council's expenditure will be over £60 million that year. This is substantially more than has been spent in recent years.

The real deficiency of the GLC's higway programme is its lack of any plans to start any major new schemes in the late 1980s and early 1990s. All road schemes take between 10-15 years to plan and implement and Mr Wetzel is bequeathing Londoners a paltry modern road network which will increase congestion and drive industry out to the M25 and beyond.
