Which of the following most accurately describes the problem?

If as seems likely British hauliers have to suffer permit frustrations in their quest to move our exports to the Middle East, then a solution other than accompanied traffic must be found. The difficulties increase the farther south the men travel and it seems logical therefore to get rid of this part of the trip.

It would make both business and political sense for us to be working more closely with the Hungarians, Yugoslays, Bulgarians, Czechoslovaks and Poles. Why don't we establish trailer transfer terminals at their half-way houses?

They could pull our trailers to and from the Middle East; we could do the northern leg of the trip where there is less traffic imbalance. Groupslike NFC, TDG and UTO are surely well equipped for such a venture.

There are those who would argue that engaging a sub-contractor means less control over the traffic by the principal contractor. But in this case the sub-contractors would be State-owned companies with a reputation for a high level of service.
