Which of the following most accurately describes the problem?

MULTIPLE OFFENCES have cost an Upminster driver fines and costs totalling £565 and eight penalty points on his licence, When Barry Beavis of Upminster appeared before the Hertford magistrates he admitted driving an artic without the right class of driving licence, failing to notify a change of address and using the vehicle without insurance.

Anthony Ostrin, prosecuting for Vosa, told the magistrates that Beavis's 2+3 artic was stopped in a roadside check. Traffic examiner Jeremiah Gleeson noted that the vehicle had a GCW of 40,000kg.

Beavis gave an address different from that on his driving licence and the licence did not entitle him to drive C+E vehicles. Neither did behave insurance.

Beavis was fined £100 for not having the correct licence, £50 for failing to notify the DVLA of his new address and £300 with eight penalty points for using the vehicle without insurance. He was also ordered to pay costs of £115.
