A former haulier who fled to Ireland has been arrested for the second time to answer a series of tacho charges.

A FORMER haulier who skipped hail and fled to Ireland in November 2004 to avoid charges of fiddling tachograph charts has been arrested. He was held in the cells overnight before being bailed again to appear before Chester magistrates Arthur McCann. of Runcorn, pleaded guilty to failing to surrender to bail and was lined £100.

He faces 24 charges of causing or making false tachograph records and four charges of permitting a driver to exceed 4.5 hours driving without the required break.

Prosecuting for Vosa, David James said the case went back a long way. It was alleged that McCann had caused one of his drivers to make false tachograph records as well as falsifying them himself.

Repeated no shows l le had a history of non-attendance at court. A warrant for his arrest was issued in June 2004; McCann was then released on bail until November 2004. He failed to appear and a further warrant was issued. He was finally arrested last month when he was bailed on condition that he reside at Ivy Street and he reported to Runcorn police station that morning.

For McCann. it was said he could not comply with a residential bail condition as he was working away from home. His business had been in difficulty and eventually ceased. A Tachograph offences McCann then had a nervous breakdown and lost his house so he went to stay with relatives in Ireland. He had now returned and wanted to put everything behind him.

Adjourning the case until 24 April, the magistrates granted McCann bail on condition that he report to the central police station in Birmingham every Wednesday and then to Runcorn police station on the day of the hearing.

The police had the option of keeping McCann in custody, given the number of times he had failed to attend court, leading to two arrest warrants. •
