LONDON MEMBERS of the Freight Transport Association are calling for a simpler rolling agebased scheme for vehicles affected by the proposed London Low Emission Zone (LEZ).

FTA members believe that introducing an eight-year rolling age-based scheme instead of one based on Euro standards and abatement equipment "would still deliver improvements in air quality but with a much lower cost to both industry and Transport for London (TfL)".

The Greater London Freight Council of the FTA believes that a simpler scheme for vehicles over 3.5 tonnes would be less expensive to set up and administer, while presenting lower compliance costs for industry and still removing the oldest, most polluting vehicles from London's roads.

Louisa Perry, regional policy manager for London and the South-East, says: The TEL proposals are based on Euro standards and the retro-fitting of abatement technology.

"The knock-on effects, such as the reduced resale values of vehicles, the displacement of older vehicles to other parts of the UK and the need to collect a huge amount of data about vehicles from all over the UK and Europe, could be avoided if an eight-year age criteria were adopted."

The council also argues that cars must be included in the scheme at some point as they are responsible for more than twice the amount of particulate pollution as trucks.
