Which of the following most accurately describes the problem?

The owner of Trans-Consult, a company which supplies hauliers with transport managers, has replied to allegations that he was not forwarding clients' tachograph charts to be checked by holders of the certificate of professional competence.

Alec Hayden, who runs the Weston-Super-Mare transport manager agency, accepts that in the three cases highlighted by Commercial Motor last week he was partly to blame for the failure. But he insists that his other clients are satisfied with the service he provides. The allegations centred on three hauliers whose tachograph charts and maintenance schedules had been not been checked since they signed up with TransConsult last year at the cost of £90 a truck.

Two of them told CMthey had forwarded charts to Trans-Consult; the third says he kept hold of his charts after the first batch he sent was lost.

Paul Bradley. who was employed by Trans-Consult to act as transport manager for all three companies, says he never received charts from any of them. Hayden now denies he received charts from the operators and blames Bradley for not making sure he got the charts. However, he does accept responsibility for the failure of the system.

"I can burden a little of the blame for not monitoring the lack of reports being received from Mr Bradley and for not recognising earlier the inefficiencies in this particular system," he says. put my trust in both the transport manager and the operators to fully comply with the legislation as set out in their Operators' Licence."

CM has now spoken to other hauliers who claim to be happy with the service provided by Trans-Consult.
