Which of the following most accurately describes the problem?

• Bidding began last week for Merthyr Tydfil Transport, and at least 18 passenger transport businesses will be vying for the prize. Final offers for the localauthority-owned firm have to be submitted by the end of this month.

MTT is understood to have run up debts of over 2200,000 during the past year as it has been undercut by local competitors running on its tradi tional operating routes.

The council's chief executive, Roger Morris, is adamant that he does not want to see the company broken up: "We obviously have valued the real estate, but the firm is much more than that," he says. Preference will be given to bidders who want to run the buses from the present Merthyr base and who give guarantees for the future of the workforce.
