Which of the following most accurately describes the problem?

• BRS Southern has won a five-year contract-hire deal with New Thames Paper Company, part of UK paper, worth more than 214 million.

The contract is for a total traffic management package which will include 10 tractive units, 15 trailers and two sixwheel rigids, all painted in the paper company's livery.

Internal and external subcontractors will also be used on the contract.

Under the contract hire agreement, New Thames Paper Company intends to move up to 4,320 tonnes by 1991 — an increase of 80%. There are also plans to increase the firm's involvement in Europe. BRS Southern will run the operation from the paper firm's site at Kemsely near Sittingbourne, Kent, with a staff of 16 including 12 drivers.

The vehicles will be used on deliveries around the London area and shunting work between warehouses.

BRS Southern says the agreement is one of first major contracts to be announced since the flotation of its parent company NFC.
