Which of the following most accurately describes the problem?

Your article "Are your passengers sitting comfortably(CM February 91 overstated the situation concerning coach seat standards. There are not yet standards which have been "accepted as a Code of Practice by the industry"; a regulation on coach seat testing is still being investigated and no decision has been made or accepted.

Probably, Martin Hayes, the author, was under the impression — like many people in the coaching industry — that the draft regulations which had been circulating would be accepted. Their rejection (since the date on which the article appeared) means that no enforceable standard for coach seating and seat testing will be applicable for some time yet.
