Which of the following most accurately describes the problem?

• Double-decker Daimler Fleetline DMS buses are to replace coaches this summer on London Transport's sightseeing tours from Piccadilly Circus. Double-deckers are being used for the first time in 10 years.

The two-hour tours will start tomorrow. But coaches will be retained for tours starting from Buckingham Palace Road, Victoria.

A spokesman for LT said on Monday: "We have wanted to use double-deckers for this service for some time, but our main problem has been staff. This year, senior drivers from garages throughout London will staff the buses."

And the open-top buses — tried for the first time last year —should be back servicing a special route linking popular tourist attractions. Last year the East Kent "Regents" were sub-contracted by Samuelson New Transport Co Ltd, part of the NBC London coach group. Their operating manager, Mr C. Hodges told CM: "We hope to provide the buses again this year, but we are having trouble crewing them. A decision should be made within the next couple of weeks.–
