Which of the following most accurately describes the problem?

• The first application for a fares increase since the Government freeze, was heard by the South Wales Traffic Commissioners last week, but after an hour of attempting to clarify the position, the applicants asked for an adjournment.

Mr R. Craddick, appearing for the applicant, Rhymney Transport Ltd, said he made the application with considerable trepidation”.

"This is a case of trial and error to decide whether my client comes within the provision of the Government's White Paper." he said.

The company was applying to increase the fares on two of its stage carriage services — Bargoed/Hirwaun and Aberbargoed/Hirwaun.

Mr Craddick said there had not been any fare increase on these services for six years and the company had had no taxable profits over the last five years. Mr R. R. Jackson, chairman of the South Wales Traffic Commissioners, agreeing to the adjournment, said that although the freeze was off, there was only a slight thaw and allowances were stringent.

He said that as he saw it operators would have to show the Commissioners increased costs from September 30, 1972 to date, not allowing for passenger recession and this would have to apply to the company as a whole not one part of its service.
