Which of the following most accurately describes the problem?

• Limiting the use of cars during peak periods could make the provision of city centre bus services more difficult. This was the conclusion of a paper presented to Edinburgh Corporation this week by the Omnibus Society. The Corporation is considering proposals from a transport consultant which involve limiting the numbers of cars in the city at peak periods.

The society points out that the consultant's other recommendation, that car parks capable of accommodating all private cars are made available in off-peaks, would depress public transport outside the peak periods and thus undermine the economies of day-long bus operation in the city.
