Which of the following most accurately describes the problem?

AT a hearing of the Yorkshire Licensing Authority, last week, the application of the Yorkshire Traction Co., Ltd., Barnsley, to raise fares on 160 bus routes was examined. It was stated that the company's fares had remained the same since 1921 and that estimated costs for this year were £131,000 higher than in 1950. The only alternative to higher fares was to dip into capital, the first step on the road to bankruptcy

New rates suggested included additions of id. to Id. fares covering stages over three-quarters of -a mile and to the workmen's Id. single; Id.; 2d. and 3d. increases on the ordinary and special return fares, and Id., 2d., 3d. and 4d. supplements on workmen's returns from 4d, to Is. and above.

An application by Todmorden Joint Omnibus Committee for higher charges on 12 services was discussed at the same hearing. Decisions were deferred.

Decision was also deferred on the Tees-side Rail less Traction Board's application for id. and Id. supplements on single and return fares respectively. which was heard by the Northern Licensing Authority, last week. Working costs were 2i times greater than they were before the war, it was stated, and bus crews' wages now represented 8.6d. per mile, compared with 2.5d. per mile before the war. Unless fares were increased, workmen's services which were not paying would have to be cut, and this was against the board's policy.

Rochdale Corporation has been granted fares amendments for its 26 bus routes, as well as for those operated jointly. with Bury, Manchester, Oldham and Ashton-under-Lyne Corporations and the "North-Western Road Car Co.. Ltd. These provide for general

revisions, but the North-Western Licensing Authority refused to permit the introduction of 3d. minimum workmen's returns. Instead, Id. workmen's returns become lid., and the previous ljd, workmen's tickets cost 2id.

New charges, applied for by Chesterfield Corporation, were introduced on April 8, sanction having been given by the Yorkshire Licensing Authority. Tickets up to 3jd. now cost id. more, and those above 4d. were increased by Id. or Id. to remove odd id. units.

Special workmen's fares have been abolished and replaced by a general concession fare available to all passengers arriving at their destinations before 9 a.m. This is equal to half the normal rate payable during the rest of the day. The changes put into effect represent the first increase in 25 years.
