Which of the following most accurately describes the problem?

1 Falsification of tachograph charts has cost a Berkshire driver £1,050 in fines and costs. Barry Swadling, of Langley, pleaded guilty to four offences of using false tachograph charts when he appeared before the Uxbridge magistrates.

Prosecuting for the Vehicle Inspectorate, Anthony Ostrin said the offences were discovered after Swadling's charts were analysed by traffic examiners. When interviewed, Swadling had accepted that on four occasions the distance trace had not matched the odometer readings he had entered on the charts.

The conclusion was that when Swadling was approaching the limit of his daily permitted driving and duty times he had opened the tachograph, removed the chart and carried on driving. Appearing for Swadling, Dean Powell said he had been instructed to make specific journeys and had found difficulty in finding overnight accommodation, particularly in Denmark.

Swadling had been under pressure and this explained why the offences had been committed. However, he had made a full confession when Interviewed by traffic examiners.

Fining Swadling £200 per offence with £250 costs. the magistrates said these were serious offences considering how dangerous it was to be driving while tired.
