Which of the following most accurately describes the problem?

TNT's Australian-style Despatch Post service is being extended throughout the United Kingdom, and 1,000 franchises should be in operation by next year.

The company has been experimenting with the service from six filling stations in the West Midlands (CM March 14), with a guaranteed next-day delivery for any consignment delivered to the agent before 7pm.

The service, which TNT believes could make significent inroads into British Rail's Red Star service, has no size or weight restriction, and covers deliveries throughout Britain, Ireland, and the principal offshore islands.

It is being expanded as quickly as applications for franchises are approved, and already Despatch Post is available from Glasgow, Manchester, Heathrow Airport, Cricklewood (London), and a Yorkshire branch is due for opening next month. Two hundred branches should be open by Christmas.

While the company expects filling stations to form the biggest proportion of its Despatch Post outlets, it has also had applications from car exhaust and tyre retailers, and is establishing outlets in freight forwarding businesses where the companies can see mutual benefits for themselves.

A credit card cash system is being planned for Despatch Post to help regular users.
