Which of the following most accurately describes the problem?

THE committee of investigation into the causes of a dispute between Park Royal Vehicles, Ltd., and the National Union of Vehicle Builders and the Amalgamated Society of Woodcutting Machinists has reported that the company acted constitutionally and broke no agreements, whereas the shop committee and the unions contravened ,provisions for the avoidance of disputes laid down in a joint national agreement.

It recommended that the unions should instruct their members to resume work at once, except the 78 men temporarily suspended, who should resume not more than 48 hours later. Negotiations on the disputed bonus price should be taken up again immediately at the point at which they were interrupted by the strike.

Nevertheless, the men voted in favour of continuing the stoppage.

Members of the N.U.V.B. in the Birmingham area have been told that they are not to work overtime without permission from the Union. The ban is said to be intended to find work for unemployed members
