Registering a Tractor. "

[4423] (Somerset).—Your local authorities have evidently misunderstood you. You should point out to them that you do not wish to register your tractor as a motor vehicle, but solely as an agricultural tracter employed for agricultural purposes. If you use it as a tractor on the common roads, you must pay the registration fee of 21.

Wages Award.

[44243.—The award was "50s. per week or 25s. in-ore than the pre-war rate, whichever is. the greater." Existing war bonuses are included, and not added to this figure, but any other extra payinents; such as the bonus to which you refer, are not to be. interfered with. You say that your rate before the war was 22. In that case, with the 25s., it should now be 23 5s. plus the bonus for good-work, which, according to the award, must not be affected. As. that bonus is now 17s. 6d., it seems to us that. your people's wage should be £4 2s. 6d.

Charging Motorbus Accumulators from Water Wheel.

[4425] (Merthyr).—You will not be able to charge any motorbus accumulators from a water wheel which only affords you 10 bh.p. We do not know of any book dealing with this subject.

Books on Steam Turbines.

[4426] (Air Mechanic).—The only good book on turbines with which we are acquainted is a, rather advanced work entitled "The Theory of the Steam Turbine." It is published by Charles Griffin and Co., Ltd., Exeter Street, Strand, the author being Alexandra Jude. It costsi. 18s. net.

A more elementary work, which, however, deals broadly with the steam engine, including only one chapter on the steam turbine, is "Steam and Other Engines," by J. Duncan ; it is published by Macmillan and Co., St. Martin's Street, London, at 6s. There are a. couple of books on the gas turbine, "A Treatise on the Gas Turbine," by Nam Holzwarth, translated by A. P. Chalkley, at 7s. 6d. net, and " The Gas Turbine," by H. H. Suplee, at 12s. 6d. net, both of which are published by Charles Griffin and Co., address as above.

Fitting Oversize Tyres.

[4427] (Sittingbourne).—Whilst you could be doing no harm and, no doubt, gain a small advantage by fitting over-size tyres, we should not advise you to fit twin wheels unless you are thoroughly certain that your axle shafts—in fact, the whole of the back axle gear—are over strength. The twin wheels, by giving greater road adhesion, rob you of the safety valve which is provided in the way of slip between the tyre and the road, and by fitting twin wheels to a vehicle which was originally designed for single-tyred wheels you would probably be introducing axle-shaft break age. • It is highly likely that you could make a Small improvement by dismantling each spring, cleaning the leaves with emery and removing all rust and scale, and thoroughly lubricating the leaves before reassembling the springs.

Am I Liable for Broken Plate-glass Window ?

[4429] (Neweastie).—We do not think that you are at all liable for the accident to the plate-glass window • even if the stone was flicked from -under the wheel of one of your lorries, it was not the result of any negligence on the part of yourself or your driver. The negligence, if any was on the part of the owner of the plate-glass window, who should have seen that there were no stones in the neighbourhood that were likely to be flicked up to it by passing traffic—in other words, the whole thing was a sheer mishap Wants a Three-tonner.

Driving Licences for Youths.

[4431] (Luton).—The Clerk of the Bedfordshire County. Council is quite correct in saying that the Council has no power to grant any special licence to drive a motorcar to a person under 17 years of age, but the Local Government Board, in. Lord Rhondda's time, advised the local authorities that if any local licensing authority cared to issue a licence to a youth under 17 years of age, with proper safeguards and assurances, the Local Government Board would regard it as a war measure and no action would be taken. This ,course has been followed to our knowledge by the Councils of Kent and Yorkshire, and if you put the urgency of the matter before the Bedfordshire Council again You ought to succeed in getting what you want.

Opposing Endorsement of Licence.

[4432] (Hull).—There was a case of appeal at the Bridgwater Quarter Sessions (known as Male's Appeal 20th July, 1917). The Justices in Petty Session had caused the defendant's driving licence to be endorsed with a note of conviction for using oetrol under the Motor Spirit Order No. 1. After argument by Counsel the Court held that a contravention of the Motor Spirit Order being an offence, the essence of which was "using petrol," was not an Offence in connection with driving a motorcar within the meaning of the Act, and although affirming the conviction made a note on the licence that in the opinion of the Court of Quarter Sessions the endorsement ought ilot to have been made.

We think that you should oppose the endorsement of your driving licence.
