Which of the following most accurately describes the problem?

THE M62 COULD become a toll road if local transport authorities have their way.

As part of the government's Comprehensive Spending Review, The Northern Way group -a consortium of transport agencies has called for road charging on the motorway between Liverpool and Hull. The Department for Transport (Off) stresses that at this stage the suggestion is purely a bid for local development, starting with a feasibility study, and that no application has been made for pilot scheme approval.

If groups like this want to do studies, we will always look at them but there are no plans at the moment regarding the M62," says a DfT spokesman.

Critics claim thatthe M62 would be a poor pilot site because the local railway is already congested, leaving no viable alternative routes for travellers.

The government set up the Transport Innovation Fund last year to 'pump-prime' local author

ity research into road pricing on a regional basis. Of the original £18m fund, £8m was claimed by seven local authorities. The second phase of application for the remaining £10m will close at the end of the month. The DfT says it expects feedback from the successful authorities by the middle of next year.
