Which of the following most accurately describes the problem?

THE ROAD HAULAGE Association (RNA) has launched a service to help operators designed to beat criminals who are preying on the industry.

Under the scheme, policetrained RHA staff will visit an operator to ensure that premises and procedures conform to what it is calling the Road Haulage Industry Minimum Security Standard.

This has been devised in conjunction with the Association of Chief Police Officers and the insurance industry.

Areas covered by the checks include agency and casual staff, collections by third parties, the security of premises, driver training and awareness, highvalue freight, load checking, vehicle security, warehouse access control, staff vetting and management issues.

Steve Ellis, RHA Head of National Training, says insurance companies are likely to get behind the standard, leading to reduced premiums for compliant operators. Optional checkups will be offered every two years at a cost, to ensure standards are maintained.

According to anti-freightcrime unit Truckpol, freight crime rose by 25% between April and June this year. The combined value of these thefts amounted to £17m with an average loss per incident of approximately -£21,000.
