Which of the following most accurately describes the problem?

Global manufacturing giant and maker of retro-reflective tape 3M is encouraging operators to act now and use conspiarty markings on HGVs and trailers as part of "good safety practice".

3M is a sponsor of road safety charity Brake's Road Safety Week, which runs from 23 to 29 November.

Kate Shepherd, Brake fundrarsing manager, says the charity was "disappointed" the regulations were delayed, but is pleased to see that operators are being encouraged to adopt the markings.
