"Owner-drivers should be included and should have been from day one," says Martin Barnes, referring to Brussels' recent U-turn.

"If you're going to have a rule, then everyone should comply, otherwise its pointless having it."

He adds: "I'm not surprised. Most drivers in countries such as Spain, France and Portugal are owner-drivers. They have a very strong voice and have always said they should be exempt, Now it looks like their pressure has paid off because no other EU country wants to upset their truck drivers.
