SENIOR MINISTERS, including Mrs Thatcher, are keeping a close eye on Greater London Council's controversial plans to appoint a 25-year-old labour councillor to the London Transport Board, along with the chairman of the London Labour party, which would give GLC leader Ken Livingstone a majority, writes our parliamentary correspondent.

The Prime Minister warned MPs that if the appointments were made she would "consider taking action to protect the rights of Londoners."

The issue was raised yesterday by Tory MP Robin Squire, who claimed that not only would the appointments hamper LT's operational arrangements, but it also strengthens the argument for taking responsibility away from the GLC.
