Which of the following most accurately describes the problem?

ELEVEN BEDFORD welfare ambulances equipped with Ratcliff tail-lifts have been bought by Phab, the Physically Handicapped and Able Bodied charity. The lifts, which are controlled by two-way rocker switches fitted to one of the rear doors, are used to help wheelchair occupants in and out of the vehicle. When not in use the lifts fold up behind the rear doors.

Power for the tail-lifts comes from electro hydraulic packs located in a corner of the body. High top conversions to the 1,270kg (25cwt) Bedfords have been fitted by B. Walker and Son and the vehicles are being supplied by Bristrol Street Motors (Stamford Hill) Ltd.

Inside the ambulances are side forward-facing seats and two inward-facing benches. These can be folded up to provide wheel chair accommodation.
