Which of the following most accurately describes the problem?

• Berwick County Council is carrying out a survey to discover how far private bus operators in the county could take over from Eastern Scottish in the event of the national company giving up more services. There is a suggestion that subsidies could be available for capital investment by operators as well as subsidy on operations; if private hirers were prepared to take over service routes they would require to expand their businesses and this is where the need for capital grants would arise.

County officials will determine what the private hire resources are in the county, what costs would be involved in operating individual routes and whether the operators would be prepared to tackle the work. The intention would be to seek operators who would be prepared to run without subsidy and also to discover how small a subsidy would be involved were they unable to go without.
