Which of the following most accurately describes the problem?

to cover PTA losses in West Midlands

• Plans for a lp increase on adult bus fares above the 3p minimum on West Midland PTE buses in Birmingham and the Black Country from January next year and a levy of approximately +p on local councils in the PT Area from April to meet losses on local rail services have been announced by the Authority as a means of staving off bankruptcy and avoiding a £2.6m deficit. Proposals for the economy drive include a fleet reduction of 80 buses, which represents about 5 per cent of the total, and converting 250 buses a year to o-m-o. The conversion of all Sunday services to o-m-o is contemplated.

It has also being proposed that local councils be asked to contribute financially towards 70 loss-making routes or to agree to withdrawal of the services. In Birmingharrr the cost to the rates could be approximately £250,000 a year which is equivalent to a +p increase.

Seventy-two routes are making a total loss of £17,152 per week which is equal to £900,000 a year. Loss-making routes include 15 in Birmingham, 18 in the Walsall area and 34 in Wolverhampton.

It has been estimated that the increases will result in a 4 per cent reduction in the number of passengers carried and a total loss of passengers for 1971/2 of 15 per cent.

Bus crews staged a one-day token strike in Birmingham on Saturday and in West Bromwich on Monday against the refusal of the PTA to increase the promised 5 per cent pay increase to the claimed 12+ per cent.
