Which of the following most accurately describes the problem?

• Public transport must be given priority over private motorists in urban areas, said Mr John Peyton, Minister for Transport Industries, during his first visit to the hq of Merseyside PTE last week. He warned that cities would lose in the long run if they allowed entry to cars to the extent where public transport became uneconomic.

Mr Peyton said: "I hope that local authorities will accept that public transport must be preserved and that it must be given the opportunity to move. I would personally favour schemes that allow for bus priority routes — schemes that give public transport a chance. As the number of cars in this country increases, so does the weight of argument for saying you cannot all come into the middle of this city."
