Which of the following most accurately describes the problem?

'LAST week, at Rutland Magistrates' Court, Oakham, fines totalling £465 were imposed on Roydon Transport Ltd.. of Roydon, Essex, in respect of a number of offences relating to licensing matters and failure to maintain vehicles in a safe condition.

It was stated that since last February Roydon Transport had been fined a total of £427 for similar offences heard at courts in other parts of the country. The last convictions were at Rutland Magistrates' Court in August when fines totalling £211 (stated to be still outstanding) were imposed.

Mr. B. Gimblett. of Bishop's Stortford. driver of one of the company's vehicles, was fined fl on each of two charges of failing to carry an Excise licence on the vehicle; II for having improperly maintained lights and £3 for defective tyres.

The prosecuting solicitor said, in fairness to Gimblett„ that he understood the company told him he would be represented in court, but in fact he was on his own. The chairman of the Bench, the Earl of Gainsborough, commented: "This is a very disreputable firm and it is very unfortunate for Mr. Gimblett that he worked for them."
