Which of the following most accurately describes the problem?

THE Minister of Transport's Working Party on the Lighting of Vehicles will be considering whether any improvements in reflective illumination are necessary. This Was revealed by Mr. Fraser last week when he was asked by Mr. Kenneth Lomas (Labour, Huddersfield West) to introduce legislation to compel vehicles to be fitted with reflective number plates in the interests of road safety.

The reflectors required to he fitted on vehicles should provide sufficient reflective illumination for road safety purposes, replied the Minister. Reflective number plates might be easier to read in the dark than those now required, but he would ask the Working Party to consider whether their use might also contribute to road safety.
