Which of the following most accurately describes the problem?

• Operator Licence fees

will rise by £15 to £185 from the beginning of next month; the quarterly fee for each vehicle will increase from £7 to £8.

Tie Department of Tralsport says the rise is needed "to reduce the current deficit between costs anc fees" of the 0-licensing system. The DOT recently admitted that the £2.2m deficit had been caused by "years of undercharging" (CM 5-11 May).

Plans to charge an administration fee for the processing of a licence are expected to be covered in the Deregulation and Contracting Out Bill, which will also introduce continuous 0-licensing.
