Which of the following most accurately describes the problem?

• British drivers face a new threat from French police after a Bowman International driver was detained last week until the belly tanks from his trailer were removed.

Operator Dorothy Bowman is furious about the incident in which one of her Spennymoor, County Durham-based drivers was fined Fr6,000 (£750) on the spot. "Those tanks have been on the trailer since we bought it four years ago and it has passed every MoT," she says. "There were around 500 litres in the tank but it wasn't even dipped."

This is the latest twist in a long-running row with the French authorities which are soon expected to accept the use of belly tanks, providing they hold no more than 1,000 litres and drivers carry a certificate issued by the Department of Transport.
