Which of the following most accurately describes the problem?

• Curtailments and suspensions were penalties ordered by Mr R. R. Jackson, the South Wales LA, when he considered maintenance and records infringements of four operators called under Section 69 in Cardiff this week.

The first operator to be called was J. Jones and Sons, of Pontllanfraith, with two vehicles authorized for the company's scrap metal business. Mr John Jones, for the company, said he was surprised that two immediate GV9s had been placed on the two vehicles and added that maintenance was carried out by a mechanic employed by a coach operator. Since the prohibitions the mechanic had been told to carry out a more thorough examination.

The LA, in reaching his decision, said little notice had been taken of a written warning in 1971 and that conditions were said to be very bad. He curtailed the licence to specify one vehicle only.

In another case Mr M. Tintor, of Llanbradach, was told by the LA that he had given an undertaking to have the four vehicles and one trailer specified on his licence regularly maintained but records that had been handed in were records of repairs carried out and not the vehicle maintenance reports which were required.

After hearing Mr Tintor's explanation of two GV9s the LA reduced the licence to allow the use of only two vehicles.

Similar evidence was given in two more cases when the licence of Mr W. H. B. Jones, of Newbridge-on-Usk. an agricultural contractor, was curtailed by the suspension of one of his two vehicles for two months and an application for one more vehicle refused and the licence of R. W. Clarke and Son, of Caerphilly, was reduced to only one following a prohibition on one of the two vehicles operated.
