Which of the following most accurately describes the problem?

• The newly elected chairman of the Road Haulage Association, Mr John Wells, told members of the Association's national executive council on Wednesday of the need to establish proper lines of communication not only within the industry but also with all sections of the public.

Mr Wells said: "The road haulage function is essentially one of communication but an important part of our task in the coming year involves communication of a somewhat different kind.

"We must hope to establish close contact not only with our own members but also with trade and industry and in fact the whole of the community which we serve.

"The growing pressure on our environment accentuates the problem. Each separate interest — whether that of a person or an amenity society or an industry — creates and lives within its own environment.

"It is where the environments intersect that problems are likely to arise and it is precisely at these points that proper communication can play its part in the proper solution of each problem."
