Which of the following most accurately describes the problem?

CHARLES W. BANF1ELD LTD.,

Peckham coach operator, was successful in a bid to operate six weekend all-in coach tours from South London to Blackpool during the "illuminations" season. Granting a modified application on Tuesday for six round trips, the Metropolitan Traffic Commissioner, Mr. D. I. R. Muir, said Banfield must not use the grant to try to get into the inclusive tours market.

The applicant, for whom Mr. M. H. Jackson-Lipkin appeared, was opposed by W. C. Standerwick Ltd., Scout Motor Services Ltd.. Yelloway Motor Services Ltd. and London Transport Board.

Giving evidence, Mr. E. C. Parker, traffic manager of Banfield, said only five positive replies were received to 150 circulars to patrons, though 35 replies were of neutral effect. It was always difficult, he said, to get written support; his experience was that an actual service inspired support.
