Which of the following most accurately describes the problem?

THE vast amount of research into London traffic problems is slowly bearing fruit, -though the increase in traffic tends to outstrip the completion of plans designed to,speed traffic flows. Mr. John A. Sopp, engineer and .surveyor of the new London Borough of Newham, outlined the extent of the London dock traffic problem in a recent address to the Traders. Road 'Transport Association Metropolitan -sub-area).

• Mr, Sopp instanced the.steady• growth of traffic on particular routes. A count showed 33,909 vehicles in 1.2 hours on the Barking .Road/Silvertown Way route, including 15,334 commercial vehicles. At Gardiner's Corner, 38,169 vehicles were counted (13,771 commercial). The East Ham/Barking By-Pass/Manor Way route check showed 32,266 vehicles (almost 13,000 commercials). At Stratford Broadway there were 41,872 vehicles (14.1C19 commercials). On all these routes traffic had increased by between 4 and 5.5 per cent since -1960.

Mr. Sopp praised the exhaustive work of the London Traffic Survey of the Ministry of Transport. A recent survey had shown that no less than 50.000 vehicles crossed Canning Town Bridge in a 24-hour period, whilst 43,000 vehicles crossed Bow Bridge, commented Mr. Sopp.
