Which of the following most accurately describes the problem?

PAA SPECIAL adaptation of a Thames 15-cwt. van has been carried out by St. Cuthbert's Co-operative Association, Ltd., Edinburgh, for their own use. The vehicle is powered by a Perkins Four 99 oil engine—several of these units have been in service for some time with this concern and an average fuel-consumption rate of 40.8 m.p.g. over 90,000 miles of stop-start operation has been obtained.

Plastics components have been used throughout the bodywork, enabling the unladen weight to be kept down to 1,1 tons. The body layout follows the lines of several other vehicles used by the Association. It has a forward-facing door on the near side of the cab, and a side door, both of which may be used for loading and unloading.

The van capacity is 300 ca. ft., of which 250 cu. ft. is behind the driver. Extensive glass panelling gives good allround vision, and the St. Cuthbert's rearmirror system is used.
