The North-Eastern TC's decision to revoke the 0-licence of Saleem Haulage is upheld by the Transport Tribunal. Mike Jewell reports.

THE REVOCATION of the licence held by Rukhsana I3ibi and Mohammed Saleem, trading as Saleem Haulage, has been upheld by the Transport Tribunal on appeal.

In November 2005, a vehicle displaying a Saleem Haulage licence disc was stopped in a roadside check at Wigan.

Examination of the tachograph charts showed the firm was based in Bolton; the driver said it had an office in Famworth,Bolton.

In February 2006 the vehicle was sold to Assetwell but remained specified on Saleem Haulage's 0 licence. Attempts by the Traffic Area Office to contact the firm were unsuccessful and North-Eastern Traffic Commissioner Tom Macartney revoked the licence in March 2007.

The Tribunal heard that Saleem had claimed he had gone to Pakistan in September 2005, returning in January 2006. When theTC's letters were sent he was out of the country and could not therefore have responded to them.

In August 2005 he had taken the vehicle to Farn worth where he handed it over to an M Nawaz, giving him the responsibility of selling the vehicle while he was in Pakistan. Saleem did not know that the vehicle was going to be used in his absence, and had not given Nawaz permission to use it. He had ceased trading in February 2006.

The Tribunal concluded that it was satisfied there was no merit in the appeal. Saleem had failed to explain why he had not responded to a letter from the TC in December, 11 months after his return to this country.
