Which of the following most accurately describes the problem?

A "novice" owner driver has escaped with a warning at a keds disciplinary inquiry tfter his truck lost a pair of wheels in November last year.

Brian McGeoch appeared mtfore North Eastern Traffic tommissioner Tom Macartney.

Vehicle examiner David lowram told the hearing that Vest Yorkshire police imposed m immediate prohibition on iettle-based Brian McGeoch's rehicle after a pair of wheels 'ell off. The vehicle had been fitted with new tyres four days aefore but McGeoch was maware of the necessary folow-up procedures and the contractor had not asked for it to ae brought in to have the wheel-Kits tightened, he said.

McGeoch had only held his licence since April last year and relied entirely upon his maintenance contractor, Howram explained, adding: It is apparent that Mr McGeoch is somewhat of a novice in the operation of goods vehicles."

Howram said that he had carried out a maintenance investigation in February, issuing the vehicle with a notice for seven defects, some of which should have been spotted by the contractor and others by the driver.

In addition, when the vehicle was submitted for clearance of the prohibition, there were defects present that the contractor should have found.

McGeoch said that he had been employed by Settle Coal as a driver before obtaining his own licence and had never been told to carry out daily checks. He told the TC that it was the first time he had had tyres fitted to a vehicle and that noone had told him what to do.

McGeoch gave a number of undertakings to the TC, including having his vehicle inspected every six weeks.
