Which of the following most accurately describes the problem?

THE Secretary of State for Scotland has confirmed Glasgow Corporation's proposals for refusal of " fire-risk " traffic through the new Clyde Tunnel which the Queen opened last week.

Vehicles carrying whisky, petrol products, chemicals, liquid gas and explosives will not be allowed to use the underClyde route. At the public inquiry the industries concerned argued that with direct control of tunnel traffic there should be no danger of incidents and that there should be free access for normal commercial traffic.

The Corporation preferred automatic controls, supplemented by a controller with closed-circuit television facilities, it also contended that the risk of multiple collisions was greater in this tunnel because of the steeper gradients involved, while an accident temperature of 150°F in the tunnel was further reason for preventing access by the traffic specified. That view has been confirmed.
