Which of the following most accurately describes the problem?

FARES increases were granted to two major Welsh bus companies by the South Wales Traffic Commissioners at Swansea on Tuesday. .The chairman of the COrnmissioners, Mr. Ronald Jackson, said he and his colleagues Were satisfied that both the South Wales Transport Co. Ltd. and United Welsh Services Ltd. needed the additional revenue to meet commitments forced upon them. The increases, of Id. and 2d. on certain fares, will come into effect on Sunday, July 21. The only objection to the applications was made by Swansea Corporation. Other local authorities had withdrawn their objections after the companies had withdrawn applications to abolish 7d. and 9d. return fares.
