Which of the following most accurately describes the problem?

AS from October 1, holders of provisional driving licences will once more have to be accompanied by qualified drivers when driving on the public road. This requirement was relaxed during petrol rationing.

The Minister of Transport gave this information in a written answer last week. Other points he made were that it would be inappropriate for him to introduce a general prohibition on smoking in single-deck buses, but that the position would be kept under review and that he had no responsibility for the improvement of the privately owned Aust Ferry, which Mr. S. S. Awbery (Lab., Bristol Central) said was inadequate.

Mr. Alex Samuels, chairman of the London and Home Counties Traffic Advisory Committee, has been asked by the Minister to survey the problems of week-end traffic from London to Great Yarmouth, Folkestone and Brighton, and suggest temporary expedients for the relief of congestion pending the completion of major road works.
