Which of the following most accurately describes the problem?

TRANSPORT COMPANIES have criticised the police response to the Buncefield oil depot disaster, claiming it lacked leadership.

Operators say that during the three days that police secured the area around the depot at Hemel Hempstead, Herts. officers lacked information and constantlychanged the rules about whether people were allowed on site.

David Furnell, MD of Furnell Transport, had a confrontation with a police inspector who incorrectly told him he could collect trucks parked within his property on the Tuesday night. When he arrived at the site, he was denied access. He was shocked that police told local firms they were responsible for their own security on the ruined industrial estate.

Cheetah Couriers' operations director David Woodage says:"Aa business community had to get up and running.., because otherwise there would be 5.000 unemployed."

More on the fire next week.
