MISTAKES BY VOSA meant that a Lancashire tipperman continued to operate, unaware his licence had been revoked, because notification of revocation was sent to the wrong address.

The operator, Zebbair Sattar, has now succeeded in a bid for a fresh six-vehicle licence in the name of a new company.Tiptrans, based at Blackrod. Bolton.

North-Western Traffic Commissioner Beverley Bell said she very much regretted that the Sattar family had been inconvenienced by the inadequacies of the VOSA system.

Vehicle examiner Timothy Steele said that in August he had seen a vehicle on the road belonging to Sattar Haulage, whose licence had been revoked in July after requested information was not received. As a result he visited the company's operating centre and seized the 0-licence identity discs. Director Zebair Sattar had seemed surprised, saying he was unaware the firm's licence had been revoked. In reply to the TC, Steele said he had verbally advised Sattar and his sister that they would be committing an offence if they continued to operate. He had reported the matter to the senior traffic examiner and believed no further action was taken.

Appearing for the company, Michael Cunningham said the vehicles had not turned a wheel since that day. The family had kept the drivers on for two-anda-half months but eventually had to let them go. He maintained that the letter informing the company of the revocation had been sent to the wrong address.

Sattar said that since July 1969, when his late father started the business, it had been straight in every way. In his eyes Sattar Haulage had done nothing wrong.

Granting the licence, the TC said that having read the file there seemed to have been a whole raft of inadequacies at vehicle examiner, traffic examiner and Traffic Area Office level.These had caused her to refuse an application for an interim licence.
