Which of the following most accurately describes the problem?

IRISH OPERATORS will refuse to pay tolls on the new M4 motorway because they say that they are too expensive.

The Irish Road Haulage Association has organised a "no-pay day" on 16 Jan uary. Members plan to drive up to the toll booths at 7am and refuse to pay the charges.

I RHA spokesman Jimmy Quinn says if the toll operator. Eurolink, refuses to let the trucks through they will stay where they are under the operator's contract the barriers must be raised if there is a queue of six vehicles or more, Quinn adds:"And if they want to issue tickets to take us to court, we're happy to take that on. The 1RHA argues that the single journey toll of €6.20 is bearable for long-distance operators but is an intolerable burden for those who need to use the road several times a day.

Quinn points out that a small firm running four trucks could end up paying €.50,000a year.

Toll operator Eurolink says it hopes the hauliers will not carry out their threat. but operations manager John Keaveney says that the company has been in touch with the Irish police.

"We've offered to meet the !RNA but toll rates are set by the N RA [National Roads Authorit ■ so there isn't much we can do."
