Which of the following most accurately describes the problem?

• Stoke-on-Trent City Council has taken delivery of the first Scania Frontline crew-cabbed chassis, fitted with a Jack Allen compactor waste body (left). The 6x2 P93 250 twin-steer chassis is fitted with Scania's rear-mounted second-steer/lift axle. Based on the P series sleeper cab, the Frontline all-steel crew cab will seat four on the rear bench seat, which has a storage locker beneath. The raised roof offers standing headroom for the crew. The cab is mounted 570mm forward on the chassis so the back wall is level with that of a conventionally mounted day cab, leaving room for a full-length body. Front suspension is parabolic steel with air on both rear axles. The lift axle also has an air dump system to increase traction.
