Which of the following most accurately describes the problem?

vehicles are bought new and how many used? Also I would like to know if there is any indication of a changing pattern in view of the more stringent testing of vehicles about to commence?

AAs with so many road transport statistics

those available in this sector are limited and several months in arrears. Additionally the term "commercial vehicles" in this context includes such a high proportion of small vans, many of which are used for private purposes, that a true picture for genuine commercial vehicles as employed by the professional operator tends to be obscured.

But bearing in mind these qualifications here are some statistics: In September 1967 hire purchase contracts were commenced for 4,334 new commercial vehicles and for 8,283 used vehicles. Compared figures are: 3,610 and 5,794 in September 1966: 4.462 and 9,477 in September 1965. Allowing for the effect of political changes the ratio as between new and used vehicles is relatively similar.
