Which of the following most accurately describes the problem?

IT is understood that a meeting of i the Road Haulage Liaison Conference, held last week, decided that co-operation between the Road Haulage Eseeutite and free hauliers ,hould be encouraged. The permit unestion was one of the matters considered.

The Conference includes the national !-tairtnan, the four vice-chairmen and the chief executive officer of the Road Haulage Association, as well as officials of the R.H.E.

No official. statement of the proceedings was issued, but on January 6— three days after the meeting—the R.H.E. announced that some notices of revocation of Permits were being reconsidered, 1 his statement confirmed a report published exclusively in "The Commercial Motor" on December 8.

It says that consideration has been given to certain marginal cases in which hauliers have pointed out that existing original permits, due to be revoked,

authorized some regular operation. siightiy in excess of 25 miles which formed an integral part of the operators' normal short-distance activities.

This action is, of course, being taken as a result of representations made by the hauliers themselves, and not on the initiative of the R.H.E. • The Executive points out that the statutory time limit of three months in which to serve on the R.H.E. an application for acquisition, applies where a permit has been revoked and discussions on the possibility of granting a substituted permit have subsequently been held. If a substituted permit be issued, the haulier will be able to withdraw his application.

Where the operator has received a letter telling him that it is proposed to revoke his original permit and to send him a substituted permit, the three months' run from the date on which the actual notice of revocation was given. Most of the notices of revocation were given on October 21 last, and the three months expire on-January 21.
