Which of the following most accurately describes the problem?

A HAULAGE firm is urging other businesses to consider employing health and safety advisors to reduce workplace accidents. Northamptonbased Acumen Distribution has hired Labyrinth Logistics to revise its risk assessment strategy, partly in response to the introduction of the Corporate Manslaughter and Corporate Homicide Act in July 2002 hut also as a result of a serious accident six years ago from which the company was exonerated.

The Labyrinth service includes training for all supervisory staff on health and safety legislation. Acumen has introduced a health and safety management system and comprehensive drivers' handbook.

Employees from Labyrinth visit Acumen's sites every six months to review procedures as part of an audit schedule. Annual risk assessments arc also carried out as part of the visits. Acumen site staff are required to produce all the documents they would need in the event of a real accident, from risk assessments to training records and maintenance logs.

Acumen distribution managing director Chris Doughty says: "Using an outside consultant has helped us to develop our approach to health and safety. I would recommend this approach to other companies."
